The team delivers four inter-related services dealing with Corporate Asset Management, Facilities Management, Project Management and Procurement. It has recently updated Torbay Council's Procurement Strategy, Asset Management Plan and Prince2 Project Management Methodology.

The over-riding objective of the Division is to work with others to ensure that the Council’s assets, including property, are procured and proactively managed for the corporate good, in accordance with best practice, the Law and the Council's Constitution.

Corporate Asset Management

This service has strategic responsibility for all assets owned and used by the Council, especially property.  It seeks to work actively with other services to ensure that all assets are identified, fit-for-purpose, in good condition, used efficiently, held at lowest cost and, where applicable, that they provide a good return on investment.  

Project Management

Originally part of the Education Capital Projects team, this emerging section now provides a project management service across the Council. The team has considerable experience of developing school building projects and has been responsible for delivering projects in this sector valued at more than £20 million. It has managed a year-on-year improvement in cost and programme predictability indicators and now has an overarching corporate responsibility to ensure that all Council Capital projects are procured and managed appropriately. A variety of levels of service can be provided ranging from simple guidance (free of charge) to full project management (on a cost recovery basis).

Procurement

This service is developing solutions for the Council to procure the goods and services it needs at Best Value. This is not necessarily the cheapest price but the lowest cost option, taking into account quality, life cycle costs and the cost of the procurement process.  The intention is to establish Council-wide contracts for common goods and services, aggregating purchases, standardising products, introducing on-line procurement, and working with other Authorities to increase buying power, thereby sharing the cost of procurement.  The service ensures that the Council complies with EU Directives and UK procurement legislation. A variety of levels of service can be provided ranging from general guidance (free of charge) to full procurement (on a cost recovery basis).
