Mass Gathering Contingency Plan
The Mass Gathering Contingency Plan outlines action to be taken by the council, working in partnership with the police and other agencies, to prevent large-scale incidents of unauthorised camping/mass gatherings from taking place in Torbay, or to manage incidents that cannot be prevented.
