The Disability Equality Scheme will help public sector organisations to involve disabled people more and ensure that disabled people are treated fairly when applying for jobs in these organisations and accessing and using the services they provide.

A Disability Equality Scheme is required to evidence the way disabled people are involved in its development of:

  • methods for assessing the impact of organisational policies and practices on equality for disabled people.
  • the action (in a plan) and the priorities the organisation needs to work on over a 3 year period (2006 - 2009) to improve access to services for disabled people.
  • the way we have gathered information about how we are performing in relation to disability equality and how we will use the information.

With our scheme and action plan:

We will promote equality for disabled people by:

  • Making reasonable adjustments to improve our services and make them more accessible for disabled people in Torbay
  • Removing barriers to accessibility, particularly in relation to education and employment and access to services, information and buildings
  • Encouraging good practice in the private sector through our advisory capacity and enforcement powers

We will tackle discrimination against disabled people by:

  • Promoting positive images of disabled people
  • Challenging patronising or discriminating attitudes
  • Making the environment as safe as possible for disabled people
  • Challenging anti-social behaviour against, or harassment of, disabled people

We will support disabled people to achieve their full potential by:

  • Providing necessary support, assistance and care to disabled people to enable them to lead independent lives
  • Supporting the formation of groups, networks and services for disabled people as employees of the Council and as residents
  • Supporting disabled people according to their individual need

We will work in partnership with disabled people by:

  • Enabling disabled people’s active participation
  • Involving disabled people in the changes and improvements we make
  • Consulting with disabled people on issues affecting them rather than with people acting on their behalf.
