Land Use Monitoring

Why monitor land use?

Monitoring forms an essential part of the planning process. Through monitoring of housing provision, retail, holiday accommodation and employment sites, feedback is provided to inform decisions that Torbay Council makes as a planning authority. The land use data also feeds into Regional and Central Government figures and is the basis of the Annual Monitoring Report (AMR) which the Council is now required to produce as part of the Local Development Framework. The AMR embraces the 'plan, monitor and manage' approach to planning:

“Review and monitoring are key aspects of the Government’s ‘plan, monitor and manage’ approach to planning system. They are crucial to the successful delivery of the spatial vision and objectives of the local development framework and should be undertaken on a continuous pro-active basis. By identifying outputs and trends, these techniques will enable local planning authorities to build a comprehensive evidence base against which local development document policies and implementation mechanisms can be assessed.” [PPS12 Local Development Frameworks (2004) para 4.45]

The Strategic Planning Group carries out monitoring of land use in Torbay. Four Land Use Monitors are produced annually, providing up-to-date information on housing, employment, retail and holiday accommodation in Torbay. More information and summary extracts of each of these can be viewed by following the relevant links on the blue bar to the left. The Council has also commissioned a number of other studies and reviews which can also be accessed by following the relevant links on the blue bar to the left.

A reference copy of the Land Use Monitors can be viewed in the Torbay Libraries, Connections Offices and in the Reception Area of Roebuck House, Abbey Road, Torquay. All documents can be purchased by contacting the Strategic Planning Group via the ‘Contact Us’ details at the top of the blue bar on the right hand side of this page.

Other Surveys

The Strategic Planning Group will carry out new research, subject to available resources, and as required for the production of the Local Development Framework. Other research and analysis of data is carried out by the Research Team in the Corporate Governance Directorate of Torbay Council.
