Annual Monitoring Report

The Annual Monitoring report (AMR) is an important part of the Local Development Framework (LDF) which Torbay Council is preparing in accordance with the Planning and Compulsory Purchase Act 2004.

Monitoring the progress of LDF preparation, and the effectiveness of its planning policies against a strong evidence base on an annual basis, is now seen by the Government as a key aspect of the new development plan system and essential for sustainable planning. In order to ensure the successful delivery of LDFs, local authorities are to regularly review and monitor two things:

  1. Progress towards implementing the LDF's Local Development Documents (LDDs).
  2. Performance of policies within the LDDs, in order to help local authorities understand the wider social, environmental and economic issues affecting their local areas. Local authorities should use this evidence base to identify the key challenges, opportunities and possible ways forward for revising and adjusting spatial planning policies as appropriate, in order to achieve sustainable development and deliver the Government’s Sustainable Communities agenda. As part of this, we are required to provide data on a series of Core Output Indicators to Government, on key issues such as the provision of housing and land for employment.

The AMR reporting on the monitoring period 2006/07 (1 April – 31 March) was approved by Council under delegated powers, and submitted to GOSW on 20 December 2007. The main report, together with an Executive Summary in leaflet form, are available below.
