Our mission is to deliver high quality cost effective services to ensure the welfare and protection of children in need, including Children Looked After, to improve their life chances. Torbay Council is committed to ensuring that Torbay's vulnerable children will be identified early and given appropriate support.

Our vision is to provide a service that puts family members at the heart of our activities to ensure that children and young people 'in need' have their long-term needs met through:

• Their parents care, support and protection
• Positive relationships within their families and communities
• And through access to basic services

We will support the development of integrated Children's Services in order to make the greatest use of partnerships with other agencies to provide the earliest possible response to prevent the further development of problems. Our aim is to ensure that children's needs are met within their family, however if this is not possible we will provide appropriate alternative care.

To achieve this we will assess needs and co-ordinate a range of support services for children and young people in need and their families and carers.
