Traffic Management

The Traffic Management Act (TMA) received Royal Assent in July 2004.  Its intention is to provide all road users with better operational conditions through a regime of proactive management across the whole local and national road network.

The TMA introduces the Network Management duty on Local Traffic Authorities.  Section 16 of the TMA sets out the requirement of the new duty as being:

"It is the duty of a local traffic authority to manage their road network with a view to achieving, so far as it reasonably practicable having regard to their other obligations, policies and objectives, the following objectives-

  1. securing the expeditious movement of traffic on the authority's road network; and
  2. facilitating the expeditious movement of traffic on road networks for which another authority is the traffic authority."

Whilst guidance produced by the Department for Transport does not require a specific Network Management Plan to be published, Torbay Council believe that in producing a plan it shows its commitment to carrying out its duty.  The document below sets out Torbay Council's strategy for the efficient and effective management of its highway and transportation network.
