Historically only two roads in Torbay have had residents parking concessions associated with them, these roads are both in Paignton and are :
- Langs Road - Paignton
- Gerston Road - Paignton
During the process of the introduction of Decriminalised Parking Enforcement, Torbay Council agreed to review residents parking in certain areas of Torbay. Suitable areas would include those where residents without off-street parking were having to compete regularly with commuters and/or shoppers for on-street parking spaces.
Torbay Council has therefore been consulting initially on seven Controlled Parking Zones across Torbay. These schemes are at different stages of consultation and are listed below with their associated links.
- Torquay Harbourside - Commenced 1 June 2007
The Torquay Harbourside Controlled Parking Zone (CPZ) commenced on 1 June 2007 and has now been reviewed after its first six months of operation. The review highlighted that the CPZ is generally working well, however the Transportation Working Party have approved some minor amendments to the scheme to improve efficiency and a sindicated on the revision plan below.
- Brixham Mount Pleasant - Commenced 1 October 2007 - UPDATED
During the formal advertisement period some objections were received. This scheme therefore had to be reviewed by Council Members. The Transportation Working Party Members decided to recommend the following:
The western part of the scheme will be implemented, i.e. Glenmore Road and Parkham Road. The area around Mount Pleasant Road will not be progressed at this stage due to the loss of spaces; the scheme will be reconsidered after the Brixham Regeneration Project has been completed.
The Scheme has now been revised and the Transportation Working Party has approved some amendments to existing permit holder only areas to allow some dual use parking areas in the two roads. Traffic Regulation Orders will be advertised on street in June 2008.
- Paignton Town Centre
The Seafront area (Zone ‘C’ on previous documents) was formally advertised on Friday 20 April 2007.
In response to the formal advertisement for this scheme there were a number of objections. These were considered by Councillors at the 27th July 2007 Transportation Working Party meeting. At this meeting councillors felt they could not recommend the implementation of the scheme due to the relatively low response rate to the consultation. Members have recommended that the Paignton Town Centre CPZ will not be progressed at this time.
- Lower Preston - UPDATED
Following a Stage 2 consultation the Transportation Working Party Members decided to recommend a scheme will progress to the third and final phase, for the properties in Bay View, Langs Road, Locarno Avenue, Orient Road, and St Paul’s Road. Traffic Regulation Orders are now being advertised on street and if any objections are received in relation, these will have to be considered by the Transportation Working Party later this year. - Brixham Furzeham
The initial consultation with residents has been completed and the results presented to Council Members. The Transportation Working Party Members decided to recommend the following:
The scheme will progress to the next stage for the properties in Prospect Road, South Furzeham Road and Station Hill after the Brixham Regeneration has been completed. However, a scheme will be progressed to try and remove any non-essential yellow lines.
- Torquay Central Area - UPDATED
The initial consultation is now complete. The consulting engineers, Atkins, presented the results to the 27 July 2007 Transportation Working Party. Members felt they could not recommend the implementation of the scheme due to the relatively low response rate to the consultation. Members have now recommended that the scheme will be progressed only in the area of Ellacombe where there was majority support. A Stage 2 consultation will be carried out in the Ellacombe area during May 2008. The consultation is included in Related Documents.
- Shiphay - NEW
The Stage 1 consultation is now under way with leaflets and questionnaires being delivered to affected residents and businesses during late May 2008. Questionnaires require return by 6 June 2008. The consultation documents are included in Related Documents.
