Combined Agency Emergency Response Protocols (CAERP)

The ·Combined Agency Emergency Response Protocols (CAERP) has been produced by the Devon, Cornwall and Isles of Scilly Local Resilience Forum (LRF).
It acts as the overarching protocol by which all emergencies (as defined by the Civil Contingencies Act 2004 opens in a new window) are managed within this LRF area and provides the underpinning principles for the development of all contingency plans within the LRF area.
It is intended for use by all Category 1 and Category 2 responders, as defined in the Civil Contingencies Act 2004 opens in a new window, when each respective organisation is invoking special procedures to deal with a major incident.
It does not replace each responder organisation’s Major Incident procedures. The principles outlined in this document should act as guidance and therefore do not contain detailed instructions. They are intended to provide a basis of understanding upon which other multi-agency plans are developed.
