Major Emergency & Business Recovery Plan

Torbay Council is a Category 1 Responder as defined by the Civil Contingencies Act 2004 opens in a new window.
As a Category 1 Responder the council has a number of duties which includes having a generic contingency plan to respond to a range of emergencies that might occur in, or have an effect on, Torbay.
The council’s status as a Category 1 Responder does not mean it is a ‘first responder’ or emergency service, but acknowledges the wide range of responsibilities that local authorities have in supporting (and in some cases leading) the response to a major incident.
This plan describes arrangements for multi-agency emergency management, and Torbay Council’s emergency management procedures.
