What is an online application?
An online application constitutes of filling a form online,submitting it online and making an online payment using our secure payment system. Most applications require additional information to complete the application. It is possible to submit those documents online as well as in hard copy. Please note that if additional documentation is sent by post, your application can only be processed once all documentation has been received by the licensing authority.
In the event of a Licensing Act application, Torbay Council will forward copies of applications through to relevant agencies for consultation on your behalf if you submit your application online. However if you decide to print and send or hand in your application, you will need to serve copies to partner agencies yourself, as stated by law.

The benefits of applying online
There are several benefits to applying online:
- You can complete and submit your application out of hours. Although be mindful that some application processes are governed by statutory timescales
- You can save on paper, as full online applications needn't be printed
- You can save on postage
- Safe and easy to use online payment system
- Receive electronic updates on the progress of your application
- One log on will enable you to apply online on several occasions
- The responsibility to serve application forms to other parties is Torbay Councl's if the application form has been submitted electronically, together with a valid online payment
- It is possible to halt the process, an application deemed as submitted once payment has been made
What if I want to stop the application during the process?
It is possible that on some occasions (e.g. new applications, full variations or minor variations) you will want to part complete the application form, then come back to it at a later stage.Do make sure you save the application form on you computer in a folder which you can easily access. You can go back to the form and finish it at a later date. The file can then be emailed to anyone for comments. Remember however that your application will only be deemed as submitted once you have processed the payment.
What will happen to your online application
We will acknowledge receipt of your application.
Once we have all relevant documentation pertaining to your application, we will formally assess and process it according to regulations and timescales
You will be kept up to date with the progress of your application using the online system.
