Torbay Council is the host authority for the collaborative South West Consultancy Framework (SWCF) in partnership with the South West Improvement & Efficiency Partnership (SW IEP). It forms part of the SW Councils
work stream programme supporting Local Authorities/Public Bodies in the South West region which endeavours to make significant efficiency savings and improve value for money on their construction projects. This programme should also assist with reducing the risks and costs associated with major capital investments.

- Construction Framework South West (CFSW)
hosted by Devon County Council which provides access to a range of construction contractors who have been selected following an extensive European Union regulated tendering procedure - framework contractors have been evaluated both on quality and pricing information and have been measured on the quality of their proposals to work with clients to deliver a range of projects. - Cost and Performance (C & PM) Database and Network
which allows Authorities to submit and compare data relating to construction projects and ensure best value for money when commissioning.
The South West Consultancy Framework (SWCF) provides access to 48 professional construction consultancy companies who have been selected following a European Union compliant procurement tendering procedure – consultant companies have been evaluated on both quality and pricing information in order to work with Clients to deliver ranges of projects/programmes of work.
Funding has been made available to Torbay Council from the SW IEP to manage, maintain and facilitate the Framework. Current funding has been approved until the end of March 2012 which makes this Framework free to use until April 2012. From April 2012 further funding may need to be sought, or the Framework will need to operate on a 'User Contribution' basis until the end of its lifespan at the end of November.
