The Children’s Services Capital Programme is made up of various different funding streams and types of projects. The process for prioritising schemes varies according to which of the following headings the project falls under:
- Major Capital Schemes - projects include modernisation, expansion, surplus place removal and new provision
- Condition and Health & Safety - projects include Capital Repairs & Maintenance, Asbestos (surveys and removal) and Lightning Protection
- Specific Funding Streams that schools can bid for such as security funding
- Improving Access in Schools - a specific programme which focuses on improving access in all schools as well as making physical adaptations to meet the needs of individual pupils
- Devolved Formula Capital - capital funding devolved to all schools and allocated on the basis of pupil numbers
- External Grant Funded Schemes
- Targeted Capital Schemes
- Building Schools for the Future (BSF)
- Children’s Centres
- Capital schemes for other Children’s Services Assets (not schools)

There are several sources of funding for the different parts of the Capital Programme. The process by which the Children’s Services Programme is approved is as follows:
- Identify schemes using Asset Management Plan data, any specific funding criteria, local and national policy developments and locally agreed priorities for investment.
- Schools submit bids for funding streams where appropriate.
- These are scored and prioritised against agreed criteria.
- Officers consult with the Property Strategy & Advisory Group (PSAG) and the Lead Member for Children’s Services.
- Major schemes are submitted to the Corporate Asset Management Team for consideration and prioritisation within the Council’s overall Capital Plan.
- The Children’s Services Programme is incorporated into the Council’s Capital Plan and is considered and approved by Full Council.
