How is the Council tackling landlords who harass their tenants?

Torbay Council has introduced a Landlords’ Accreditation Scheme for landlords and letting agents in Torbay. Landlords and agents who join the scheme sign up to a voluntary Code of Practice, which includes a statement that they will not harass their tenants.
