The Torbay Retail Monitor assesses retail and associated uses, including vacancies, within the town centres of Torquay, Paignton and Brixham, together with the district centres of The Willows, St Marychurch (Torquay) and Preston (Paignton) and the 29 local centres distributed across Torbay. Informed by Planning Policy Statement 6, ‘Planning for Town Centres’, a list of health checks are applied to every local centre. These health checks address issues of vitality and viability and inform analysis of the respective roles of each local centre in Torbay’s retail hierarchy. The fieldwork is conducted in July. A mid-winter survey is also carried out in February for limited areas which can be subject to seasonal closures. The data derived also allows the analysis of changing retail patterns over a period of time, as well as the monitoring of long term vacancies. These figures feed into the Annual Monitoring Report (AMR).
