The Strategic Planning Group conducts an annual monitor of housing in April of each year. The aim of the survey is to monitor completions of housing schemes in Torbay. The results enable the Council to monitor the take up of the Local Plan housing allocation by identifying the number of dwellings built, under construction and committed (gaining planning permission) during the Plan period. These figures are set alongside the Local Plan housing proposals and additional urban potential arising from small infill sites, small redevelopments and conversions. This enables the Council to produce a housing trajectory for the Annual Monitoring Report (AMR), which is now required by the Government under the new planning system, to help identify at an early stage any under/over provision of housing. These figures feed into the South West Regional Planning Module return and the AMR, as well as returns for the National Land Use Database (NLUD) and National Indicators.
