The Core Strategy is a key part of the LDF. You will be aware that the Council has carried out consultations on early versions of the Core Strategy, most recently in the autumn of 2009 when it published the Regulation 25 Draft Core Strategy and its related Sustainability Appraisal. Comments are available to view online on the Limehouse Consultation page. Since that time, the new Coalition Government has introduced a number of fundamental changes to the development plan system, in particular the abolition of all Regional Strategies and the allocation of area housing targets. This situation has provided the Council with an opportunity to reconsider what level of growth for homes and jobs would be appropriate for Torbay over the next twenty years or so, and what a sustainable growth strategy could look like. To meet its vision and objectives, the Core Strategy must deliver economic, social, and environmental change. It will seek to establish an appropriate level and distribution of growth in a sustainable way that will bring economic prosperity to the Bay.
In order to help the Council arrive at a preferred Growth Option for the Core Strategy, the Council held a stakeholder Workshop which sought to highlight the issues to be addressed by the community.
Workshop event:
The stakeholder Workshop was an all day event at Oldway Mansion, Paignton and forms a key stage in the preparation of the Council’s Core Strategy. The various presentations, workshops, debates and feedback will ultimately contribute to the evolution of a sustainable Core Strategy growth option for Torbay over the next 15 years or so.
Over 90 invited stakeholders from the Community, Business, Voluntary and Public Sector Organisations attended the event, which was supported by Baker Associates on behalf of the Planning Advisory Service.

The Council is hoping to publish a formal consultation version of the Core Strategy (Regulation 27 Pre-Submission document) early in 2011.
